Section 8 Rental Voucher and Rental Certificate Utilization Study: Final Report
This historic study is an analysis of Section 8 certificate and rental voucher utilization rates. The authors surveyed participants in the program who, prior to enrolling, had been homeless, sharing a housing unit, or paying an average of two-thirds of their income in rent. 87 percent of those surveyed were able to find housing with Section 8 rental assistance. However, nearly 13 percent could not, and the study found that the housing search for recipients was difficult and limited to a Section 8 submarket.
