Critical Information Infrastructure Modernization
In government, the most significant innovations require collaboration across silos. In 2019, HUD formally established an Office of Innovation (OI) to enable cross-silo innovation. From late 2018 to 2020, OI evaluated a novel use of an Energy Savings Performance Contract (ESPC) – a process authorized under the Department of Energy Federal Energy Management Program (FEMP) – to modernize the Critical Information Infrastructure (CII) and energy systems of the HUD Headquarters in Washington, DC. without requiring additional appropriations.
A modernization of the HUD HQ critical information infrastructure incorporating the proposed 5G hybrid fiber/wireless network architecture and software defined network technologies is technically and financially feasible and would generate over $73M (+ 20%) in annual savings against a project cost of $289M.

Office of the Assistant Secretary for Administration (OASA), the Office of the Chief Financial Officer (OCFO), the Office of the Chief Information Officer (OCIO) and the Office of the Chief Procurement Officer (OCPO).
Private Sector
The HUD working group collaborated with a contracting team headed by a major energy systems contractor and including a technology innovator and a private sector finance company.
