General Design Report: First Draft

This working note is a draft plan for the general design of HUD’s Housing Assistance Supply Experiment, prepared by the Rand Corporation for HUD’s Office of Policy Development and Research. Work began on the design process in October 1971, and this draft was preceded by the June 1972 document “Preliminary Design for the Housing Assistance Supply Experiment.”
