This historic publication is an Operation Breakthrough Feedback Report, and describes the sites developed during the demonstration. Over 200 local sites were submitted to HUD for consideration; 11 were chosen, though only 9 would be built upon. Operation Breakthrough was a HUD demonstration project, launched in 1969, to test innovative building materials and methods for the rapid production of housing at volume.
