The Affordable Housing Demonstration – A Case Study: Crittenden County, Arkansas
In 1982, HUD launched the Affordable Housing Demonstration at 20 sites across the country. Each site took the form of a subdivision, built without Federal subsidy by a local developer. This historic publication is a case study of the Crittenden County, Arkansas demonstration site, Harvard Yard, built by local developer Rex Rogers. Harvard Yard was a 12.5 acre property with 104 detached single-family homes, sold for prices ranging from $26,885 to $35,040. Through a combination of construction techniques and development variances – the most significant being an approval to use smaller lot sizes – Rogers achieved savings of just over $6,000 per unit.
