OUP is seeking individuals to review, score, and provide valuable written
comments on applications submitted for the following programs in response
to the HUD FY05 NOFA:
- Alaska Native/Native Hawaiian Institutions Assisting Communities (AN/NHIAC).
- Community Development Work Study Program (CDWSP).
- Community Outreach Partnership Centers (COPC).
- Doctoral Dissertation Research Grant (DDRG).
- Early Doctoral Student Research Grant (EDSRG).
- Historically Black Colleges and Universities (HBCU).
- Hispanic-Serving Institutions Assisting Communities (HSIAC).
- Tribal Colleges and Universities Program (TCUP).
Qualification Requirements
Interested reviewers should note that OUP has two separate reviews: one
that occurs onsite in Washington, D.C. for the AN/NHIAC, CDWSP, COPC New
Grants and New Directions, HBCU, HSIAC, and TCUP grants; and the DDRG/EDSRG
review that occurs through the mail.
The onsite peer reviews will take place on the following dates:
- July 7-12, 2005: AN/NHIAC, CDWSP, HBCU, and TCUP.
- August 4-9, 2005: COPC and HSIAC.

If you meet the following criteria and are interested in reviewing, you MUST
submit a Reviewer Profile. Those who submitted
a profile last year are not exempt from this requirement.
A reviewer must meet the following:
- Able to analyze the content of a proposal and prepare comments (typed
on a laptop) based on information/data presented in up to six proposals.
- Willing to work as part of a team, meet deadlines, and be willing
to work long hours, including Saturday and Sunday.
- Able to commit for the length of the review (up to 7 days, including
travel time).
Reviewers should also meet a minimum of THREE of the following qualifications:
- Possess at minimum a bachelor's degree (for onsite review).
- Possess a Ph.D. in a relevant field (for doctoral reviews only).
- Current or former faculty in a community development- or an economic
development-related field.
- Experienced in community development and urban planning.
- Administered a Federal grant program designed specifically to revitalize
low-income neighborhoods.
- Work(ed) at a minority-serving institution or attended a minority-serving
institution (for OUP’s minority-serving programs).
- Directed or managed a project or grant funded by OUP in the capacity
of a faculty member or staff person.
- Practitioner having experience working with tribes (TCUP program only).
- Former or retired Federal employee who has experience working with
targeted population of the program, interested in reviewing applications
for or have administered Federal grant programs designated specifically
for that population (for OUP’s minority-serving programs)
Reviewing Site
Those selected for this year’s peer reviews (excluding the doctoral programs
review) will convene at an all-suite hotel in downtown Washington, D.C.
OUP will pay your travel, lodging, and current rate of per diem for meals,
but not an honorarium. Doctoral applications will be scored from the comfort
of your home or office.
