NNATIONAL ASSOCIATION OF HOUSING AND REDEVELOPMENT OFFICIALS (NAHRO): An organization that develops new techniques related to the finance, design, construction, and management of housing. The NAHRO also plays a key role by consulting with federal Agencies and the Congress on the U.S. housing policy. NATIONAL GREEN BUILDING STANDARD (NGBS): A consensus standard that was co-developed by the National Association of Home Builders (NAHB) and the International Code Conference (ICC). The NGBS is the only ANSI-recognized green rating system for residential buildings….The NGBS can be used to rate single-family and multifamily homes, residential remodeling projects, and site-development projects and still allow for the flexibility that is required for regionally appropriate best green practices. NECMA: See NEW ENGLAND COUNTY METROPOLITAN AREA. NEIGHBORHOOD STABILIZATION PROGRAM (NSP): Provides emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. The Neighborhood Stabilization Program (NSP) provides grants to every state and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes. The program is authorized under Title III of the Housing and Economic Recovery Act of 2008. NEW ENGLAND COUNTY METROPOLITAN AREA (NECMA): A county-based area designated by the federal Office of Management and Budget to provide an alternative to the county subdivision-based metropolitan areas in New England. NON-ELDERLY DISABLED VOUCHERS (NED): enable non-elderly disabled families to lease affordable private housing of their choice [and] also assist persons with disabilities who often face difficulties in locating suitable and accessible housing on the private market. NONPROFIT HOUSING ORGANIZATION: Any private organization that is organized under state or local laws; has no part of its net earnings inuring to the benefit of any member, founder, contributor, or individual; and has a long-term record of service in providing or financing quality affordable housing for low-income families through relationships with public entities.
