Report: City's Homeless People Require Stable Housing First

The Chicago Sun-Times (4/18) reports, "Evanston should adopt a 'housing first' model, acknowledging that stable housing is a homeless person's or household's primary need, and address other issues after that, a new task force study on homelessness recommends. Members of the Mayor's Homeless Task Force, a group that drew representatives from different sectors of the community, had been meeting since January of last year, developing a plan to address homelessness." The group compiled a five-year plan to eradicate homelessness, called "Heading Home."
