Rhode Island: Report on the Status of Implementation of the Comprehensive Housing Production and Rehabilitation Act of 2004
This second annual report, prepared by the Housing Resources Commission of the state of Rhode Island, examines the progress made by 29 communities in complying with state guidelines established by the Comprehensive Housing Production and Rehabilitation Act of 2004. The report is based on information provided by cities and towns from July 1, 2006 to June 30, 2007. According to the report, 9 of the 29 communities produced low/moderate income housing units as per state mandate, while 13 communities established housing trust funds, and a number of communities moved towards reducing barriers to development by addressing regulatory and nonregulatory changes. Some of the strategies adopted by the communities include mandatory inclusionary zoning policies, mixed-use village center zoning, accessory unit zoning, and increasing the area of land zoned for multifamily housing. The report also examines the impact of the Comprehensive Permitting Process on the state’s housing stock.
