Recognizing a serious need for affordable housing in the state, the Maine Legislature enacted a study order in 2003 that asked the state’s Community Preservation Advisory Committee (CPAC) to identify regulatory and other barriers to the creation of affordable housing, and to make recommendations on how to reduce those barriers.
