New Lead-Based Paint Training Kit for Maintenance Workers
The Lead-Based Paint Maintenance Training Program will help rental property owners prevent the disturbance of hazardous lead-based paint in the course of routine maintenance and repainting activities. The 7-hour course, commissioned by HUD and the Environmental Protection Agency, was developed by the National Environmental Training Association. While Federal regulations do not require that property maintenance staff take this course, development of this kind of staff expertise may help rental property owners deal with insurance, financing, and liability issues related to lead-based paint.
The training course, which reflects the input of lead experts and maintenance supervisors, is designed specifically to help apartment maintenance supervisors and workers safely maintain and manage properties with lead-based paint contamination. The theme of the course -- "Work smart, work wet, work clean!" -- encourages residents, workers, and workers' families to keep safe from dust hazards during and after maintenance. Topics include health effects of lead exposure, roles of maintenance personnel, lead-based paint hazards, lead safety, planning lead-based paint maintenance jobs, using safe work practices for cleanup and decontamination, and integrating lead-based paint maintenance into existing maintenance programs.
The course has three components: a 100-page Lead-Based Paint Maintenance Training Guide, 60 minutes of video segments, and a 22-page laminated Lead-Based Paint Planning Tool. The Training Guide provides detailed instructions for delivery of the course and presents hands-on exercises and visual aids from which instructors may make overheads and handouts. Nine creative, entertaining video pieces demonstrate planning safe work practices and using appropriate materials and equipment. The Planning Tool describes processes in simple English with graphics and provides a checklist to assign and use proper equipment, materials, and work processes.
