New Videos Explain Streamlined PHMAP


Do you and your key staff understand the new changes to the Public Housing Management Assessment Program (PHMAP) and what they can mean for your agency? Your staff must be knowledgeable about these changes to address the new requirements now and maximize your public housing agency's (PHA's) score in the next round of scoring. HUD's interim rule for PHMAP reduces the number of indicators from 12 to 8.

Key changes were made in the vacancy rate/unit turnaround indicator. Security, a new indicator, includes tracking and reporting crime, applicant screening, lease enforcement, and grant program goals. Housing agencies with fewer than 250 units will automatically be excluded from this indicator unless they request otherwise. Modernization, work order, annual inspection of units and systems, financial management, and resident services and community building indicators have also changed.

To help PHAs quickly adapt to the new requirements, HUD is making available a 2 1/2-hour set of videos of the January 30, 1997, PHMAP telecast that covers the rule's most important changes and offers tips for dealing with each indicator. An easy-to-read interim guide is being prepared to accompany the videos.
