To encourage localities to expand cooperation and meet today's most serious challengesconcentration of poverty, housing discrimination, crime, and the opportunity gap between available jobs and affordable housingHUD has adopted initiatives to invest in communities and reinvigorate neighborhoods. In the process, the department is becoming more effective and efficient as it works to ensure the inclusion of all citizens in the Nation's economic expansion. Building Communities and New Markets for the New Century, 1998 Consolidated Report, released earlier this year, highlights the Department's groundbreaking work in increasing homeownership, enforcing fair housing laws, and supporting livable communities and affordable housing, featuring local efforts from every State. Details and supporting documentation of the consolidated report are included in a separate publication, Building Communities and New Markets for the New Century, 1998 Consolidated Report Appendices. This report, presented in four sections, offers specific information about the Office of Community Planning and Development (CPD), the Office of Fair Housing and Equal Opportunity (FHEO), the Federal Housing Administration (FHA), and the Office of Public and Indian Housing (PIH). CPD administers community and economic development programs, affordable housing programs, homeless assistance programs, and special purpose grants. This section provides detailed funding and outcome information on various CPD programs including:
FHA insures private lenders against loss on mortgage financing for single-family homes, multifamily housing projects, healthcare facilities, property improvements, and manufactured homes. The report includes FHA's 1997 and 1998 Management Reports that provide an introduction to FHA, an overview of financial operations, a report on internal controls, supplemental credit reform information, audited financial statements, and a discussion of the implementation of management reform. PIH administers public housing, Native American housing, and Section 8 housing programs that ensure safe, decent, and affordable housing; create opportunities for self-sufficiency and economic independence; and ensure fiscal integrity by all program participants. This section identifies all public housing authorities whose management capabilities were designated as troubled as of August 31, 1999. The section also includes the annual report from the Office of Native American Programs for FY1998.
