Mitchell Margeson has over 20 years of continuous improvement experience and over 35 years of experience working for the federal government. He is a certified Lean Six Sigma Master Black Belt (MBB) and has facilitated and led numerous improvement and culture change efforts for federal government staffs and executive leaders. He has coached, mentored, and trained over 300 federal employees leading to over $200M in savings to the government. Mitchell is currently a Director in the Department of Housing and Urban Development’s first Office of Innovation.
Gregory Castello
Director
Ideation Division
Gregory Castello has been developing leaders; creating strategic and action plans; creating, changing and improving organizations; and influencing culture change for over thirty years. He is experienced in Lean Six Sigma, Toyota Production System, various personality indicators and team dynamics instruments, and many other process improvement and team building techniques.
Larry Ouzts
Innovation and Improvement Facilitator
Larry Ouzts has served at HUD for five years where he has improved numerous processes throughout the agency. During his Coast Guard service Larry was exposed to the Continuous Improvement world where he completed the U.S. Army’s Lean Six Sigma Black Belt training program. Larry lives in Virginia with his wife and four children. When he gets some spare time (he has four kids after all!), Larry enjoys hiking, camping, and reading.
Victoria Masih
Innovation and Improvement Facilitator
Victoria Masih’s greatest accomplishment is having raised two children who are productive members of society—a teacher and a chef. Victoria comes from humble beginnings, a daughter of a Punjabi farmer. Victoria has spent over 20 years serving the American public, mostly veterans and their families. She continues to use her interpersonal experience to better understand HUD processes and guide teams through improvement efforts. Victoria’s tireless dedication to HUD’s EnVision Center initiative has been instrumental in creating a repeatable application process which has helped many Americans improve their life’s condition.
John Leggitt
Management and Program Analyst-Ideation Facilitator
John Leggitt has more than 15 years of experience working with the federal government. Before joining HUD, he consulted for the Departments of Defense, Education, the Navy, and more. In addition, he previously worked with Microsoft, State Farm Insurance, and Intuit Software. Many of his federal projects required developing technical, policy, or process solutions for units facing emerging or longstanding challenges. Some projects involved exploration to find a viable solution for a critical operational need, and some were high-profile efforts that affected large organizations. He emphasizes analysis that incorporates evidence from many sources to quickly and effectively make data driven decisions in order to reach the organization’s goals.
