Housing Choice Voucher Landlord Participation

Beginning in July 2018 the Office of Innovation launched a collaborative effort with Public and Indian Housing, Policy Development and Research, Field Policy and Management, and numerous other HUD offices to improve landlord participation rates in the Housing Choice Voucher (HCV) Program. Since 2009 participation rates have been declining. While some research had been done the Office of Innovation was charged with putting teams together to analyze the current situation, previous research, and conduct listening sessions across the nation. Over several months, the team heard from approximately 300 property owners, managers, and other stakeholders in the HCV program from across the country through onsite roundtable listening sessions and focus groups which confirmed findings from studies and provided HUD with a richer understanding of what matters most to landlords and some of the challenges they face. Through our Office’s facilitated efforts, the agency’s experts were able to discover root causes and develop innovative solutions. Recognizing a goal to improve the HCV program so more landlords accept voucher tenants, the team made recommendations to the Secretary ranging from things to incorporate now to policy changes that would require more time. Efforts continue to develop long-term measures of success and gather the data to validate the solutions.
